Lugia is not even a water type hes Psychic/Flying And also Ho-oh Is nto the God of any pokemon nor is lugia Arecus, Dialga, Palkia, Giratina, Darkrai, And Shaymin r the godly pokemon...Srry i just couldnt resist...

Lugia my fav but ho oh is the god of of all pokemon so the most strongest one would be well we dont know yet becuase lugia is the god of under water pokemon and the sea and ho oh is the god of all ground and flying pokemon and he is the god of the sky so i would think ho oh would win but lugia is awesome looking so he is the best but not the strongest
